'99 528i passenger door won't unlock

OK so here's my problem, the electric door lock on the passenger door started working intermittently (where it would not respond to unlock or lock). I took off the door panel and when the inside door lock knob is in the unlock position you can open the door fine from the inside and the outside. If the passenger door is either locked or unlocked and I try to lock or unlock the doors using the remote, the central lock button on the console or the key in the driver's door the electric lock is non-responsive on the passenger door.

Would I be needing to replace a lock solenoid or actuator or something? I have checked for any fuses in the trunk's fuse block but there was only 1 fuse for the whole central locking system and it was fine.

Any help will be greatly appreciated & I'd be glad to return info on other area's for other's needs. I have a good amount of tech info for BMW's but can't figure this out yet....

would anyone know if the white and blue wires that go to the actuator (i think i'm using the right term for the electric part connected to the door handle lock?) can be checked for voltage and if so, which wire would be positve?

the one other detail I forgot to add to this is that I cannot roll the passenger window down using the switch on the driver's door however the window works fine using the passenger door switch??????????????????
