Are you sure the bulbs arent burnt out? If they are, they might not work at all.. not sure if the system in the 83's are any different than the newer cars.
Get yourself a bently manual as soon as possible. If you cant get the bently get the haynes. Both of them will tell you how to check your fuses.
BTW-the fusebox is drivers side under the hood.
