its a meter to tell you when you would need an oil change or your annual inspection. you are supposed to reset then when you do get one. really its just a big pain in the butt. you can reset them by jumping certain wires and turning the ignition for a certain amount of time but i don't have the instructions right now. i'll try to post later if no one else has them.

i don't know why they stay on for you. maybe if you reset it.

Bt they wont hurt anything. It is a indicator. green ones are ok, orange means you have to change the oil, Red means you passed the inspection. Dont do anything with the wires because you will just mess up your car. You have to purchase a reset tool to reset this light evry time they go up to the orange light and you will see a little sign under saying "inspection one" You can't reset this light unless the inspection one sign comes on.

you can order the reset tool here: http://www.bavauto.com/shop.asp

yes, thats the site i was talking about. no need to buy a tool. i did it and it worked. also red doesn't mean you passed, it means you need one. when things are "cool" you should only have green lights when you first turn the ignition and then they all go out once you are started.
