is it normal? to be going 20mph uphill in a 1989 325ix(all-wheel drive) and not be able to slam on the brakes and stop in time for a squirrel to cross?(R.I.P) my car has a recently bleed system and renewed brake fluid, also brand new from brake pads the rears are about 50% worn. could it be the brake booster or should i rebuild the master cylinder or what?

No it's not normal.

You didn't get any responses, because it is just about impossible for anyone to tell you exactly what to replace over the internet. A problem like this needs good hands-on analysis and troubleshooting skills to figure out where to start. It could be rusty, damaged or misaligned calipers that are not sliding smoothly, contaminated pads, bad booster, bad master cylinder, a restricted brake line due to kinks, dents or rust, or air leaking into the system.
