idle goofiness problems

Hi all,
At cold, my car idles at about 1000. When warm, it idles between 1500-2000. The idle control valve is turned all the way clockwise. There are no vacuum leaks as far as I can tell. Anyone know a solution? Is there a electric switch that tells the idle control valve that the engine is warmed up? Could this be the problem? Thanks for any help.

The idle control valve opens and closes like it's suppose to do. i used a penny and drilled a 1/4 inch hole. it's maintaining an idle at 1100 with the idle control valve all the way clockwise. althought he idle is now at 1100, that still does not seem right. am i going to need to replace the idle control module? is there anything else? thanks.
