Installling modifications on the car. Basically installing new parts that are superior to factory-installed parts or altering the factory parts to make them better.
I'm not a big fan of the term "modding" a car - I always hear ricers asking each other, "So what kind of mods do you have?" I try my damndest to avoid any terminology that is heavily used in that segment of the automotive world.
