Yes, tradt'l. "old" Diesels only reved to about 4,000rpm, but the new ones, especially tuned by Alpina will offer a higher rev. Alpina would have it no other way.

Mercedes' E320 CDI, for example, does not meet emissions requirements for CA, NY, VT, and Maine. New diesels produce less greenhouse gases, but overall emissions are still higher.
As for hybrid vs diesel gas mileage, that's quite a statement to make considering you can't find any one car in both hybrid and diesel form to make an accurate comparison. What we do know is that the Toyota Prius gets 60mpg city and I do not know of any diesel vehicle sold in the US that can match that figure.
That's great for Alpina, but this car isn't even out yet. Diesel engines do not rev much over 4,000rpm and it's the torque of the diesel engine that gets these cars moving, as opposed to horsepower. The fun of sporty driving comes from keeping the vehicle in high revs...4K is where most diesels stop but that's when most performance gasoline engines are just getting started.
