Probably not. Your car may or may not have the double relay for the wiper motor. You don't say which car you are working on so my answer can't be accurate. As a rule, check the relay, replace if more then five years old. Next step is to remove the wiper motor, takes about five minutes time. The culprit could be old hard grease. Wipe out the old dry grease on the contact board and install fresh grease. Reinstall wiper motor.
