timing belt

Changed my timing belt on my '87 325ic today. On reassembly, when installing the upper timing cover between the two top bolts, there is a gap about 1/8th inch between it and the head after its torqued. There are two spacers, one in each bolt hole. Is this correct or should the timing cover fit snuggly against the head with no gap?
