You are right but "Not" always.. Even though you are in same IP ranges with other people, your geographic distance can be wide because ISP's POP or DSLAM can cover much larger area than you expected. So, not only IP but also a log file or any other related information is needed for identifying a user.

I guess you missed the "Bunch of little things and a similar IP" part. Similar IPs don't mean much unless they are a part of a list of other similarities.
