An m50 swap will not runyou $15k - Heck in NZ dollars I can do one for around $5000 and with the current exchange rate thats only around $3000 US.
s50 a different story.
Also you can maintain relatively decent handling for street use by pushing the motor as far back as possible, uprating the front suspension as you state but also increasing the castor by as much as practicable as this has the same effect as shifting weight to the rear of the car.
2 or 3 such swaps have been done/are being done by members in my home BMW club recently.
I would recommend a m52b28 or s50 swap.
S14 swap? - why not buy the m3?
m20 turbo? m20 2.7 turbo? now your talking! Again one of these has just been completed by a member in my home club. He is safely running 8lbs of boost and plans to get up to a safe 10lbs and max of 12-14 over the next few weeks after some fine tuning.
